If you buy traintickets for the ICE, then they can be cheaper if you buy them early. But there are always only a certain amount of cheaper tickets. Tickets for normal regional trains cost always the same.

So you need to know with which trains you are travelling and maybe you can get a cheaper ICE trainticket.
